Dear Mr. Denton:
On February 23, 1981, South Carolina Electric and Gas Company (SCE&G) provided a response to NRC question 421.83 regarding the Q-list.
In a recent phone conver-sation with Mr. Walter Haass of the NRC, SCE&G discussed several items in response to:his questions. This letter provides documentation of those discussions.

Item a.5)- Fuel Handling Building Crane - This item will be adued to Table 3.2-1, similar to the Polar Crane.

Item a.6)- Meterological Data Collection Programs - This item will be added to Table 3.ll-0a with a note which defines pertinent requirements
.of the QA Program.

These plenums, large structures located high in the reactor building,
'are attached by seismic supports to the reactor building walls. :A l

Items a.21 and a.32)- Measuring and Test Equipment - The words " aspects of" in the response to question 421.83 will be changed to " pertinent requirements of".

Items a.27 through a.31 and a.33 through a.35)- Note 1 of this letter applies to all of these items. The response to these items in question 421.83 will be revised to clarify pertinent requirements.

Item b.1)- Plant Safety Parameter Display Console - NUREG-0696, Revision 1 will be issued in the near future. Upon its receipt SCE&G will review the document and make a determination as to whether the plant safety parameter display console should be included on the Q-list.
If so determined, this item will be included as an item on Table 3.11-0a.

Item b.3)- Shielding - The response to this item will be revised to denote the co' rect table, Table 3.2-2.

Item b.4)- Post Accident Sampling System - The post accident sampling system is not safety related and is not included on the Q-list.
A review of the plant was performed to evaluate those activities associated with functions required after an accident.
Shielding was added in the plant and is included in item b.3 above. Procedures associated with post ac-cident sampling are under the pertinent requirements of the Quality Assurance Porgram. A clarifying note will be added to Table 3.2-1.

Item b.19)- Emergency Plans - The words " aspects of" in the response to question 421.83 will be changed to " pertinent requirements of".

Item b.20)- Emergency Support Facilities - The same response to item b.1 applies to this item except that the applicable table, if so determined, will be Table 3.2-2.
Radiation Monitoring - The response to this item 14.
Item b.21)- Inplant 12 will be revised to add information of Note 1 of this letter.

A note wiJi be added to Table 3.2-1 to note that HEPA filters are an integral part of the reactor building cooling units, the fuel handling building charcoal filter plenum and the control room emergency filter plenums. These HEPA filters are a part of the Q-list.
NOTE - 1 In the past these items were procured as non safety related.
In the future, those items deemed necessary as important to safety will be procured under the quality assurance program. Applicable activities associated with design, purchasing, fabricating, handling, shipping, storing, cleaning, maintaining, repairing, erecting, installation, inspecting, testing, operating, refueling and modifying are under the pertinent requirements of the quality assurance SCE6G determines which of the above activities associated with program.

Denton-March 4, 1981 Page Yhree the item or functions contribute to the prevention or mitigation of the consequences of postulated accidents that could cause undue risk to the health and safety of the public and develops procedures to cover those activities. Where items have not previously been included on the Q-list, the above activities as determined pertinent to the item of function are to take affect on the date of this letter.
The response to' Question 423.81 and appropriate Tables will be revised to incorporate the information in this letter. This material will also be incor-porated in a subsequent FSAR amendment. If you have any questions, please let
