Office of Inspection and Enforcement Bulletin Nos. 76-02 and 76-03

Dear Mr. O'Reilly:

Millstone Unit #1 was surveyed in the Spring of 1974 and it was found that all HFA relays (466) were of the affected vintage (white coil bob-bins) as described in Ol&E Bulletin 76-02. A program was then developed to replace all the HFA relays in their order of priority during the next several refueling outages.

During the Fall 1974 outage all the HFA relays (117) in the Low Pressure Coolant Injection, Core Spray and Automatic Pressure Relief systems were replacea. During the 1975 outage, all HFA relays (148) in the Reactor Protection and Primary Containment Isolation system were replaced.

Northeast Nuclear Energy Company plans to replace the remaining old HFA relays (201) in order of priority during the next two refueling outages.

In response to 01&E Bulletin 76-03 regarding failure of GE type STD l

relays, an investigation was conducted and have found that no GE relays of this type are in use at Millstone Unit #1.

Very truly yours, NORTHEAST NUCLEAR ENERGY COMPANY D. C. Switzer President DCS:UJD/jba cc: NRC Office of Inspection and Enforcement Division of Reactor Inspection Programs Washington, D.C.
