' NOTICE OF' VIOLATION Philadelphia Electric Ccmpany Docket No. 50- 352 This refers to the inspection conducted by the Residhnt Inspector assigned to the Limerick Generating Station, Unit 1, Limerick, Pennsylvpa, of activities authorized by NRC License No. CPPR-106 During this inspection conducted on October 7-30, 1980 the following apparent item of noncompliance was identified:

Appendix B, of 10 CFR 50, Criterion V, states in part:
" Activities affecting quality...shall be accomplished in accordance with these instructions, procedures or drawings..."
The Limerick PSAR, Appendix 0, Quality Assurance' Program, paragraph D.6.4 states, in part, that:
"Bechtel Construction Department...is responsible for construction of the plant to approved engineering specifications, drawings, and procedures..."
The Specification for the Erection of Structural Steel, 8031-C-63, paragraph 8.4.1, states in part, that:
"Any proposed method of correction for other than misaligned holes shall be submitted to the Praject Field Engineer for approval.".
Contrar / to the above, on October 21, 1980, control rod drive jet barrier plate, 39P-1, on drawing 8031-C43EE-54-2, reference drawing i
C-972 was observed to have been field trimmed such that a bolt hole did do,t meet the AISC for minimum edge distance.
No evidence was i
available to indicate that the Project Field Engineer (or his designee) had authorized the alteration.
This item is an infraction.
