t ATTACHMENT I RESPONSE TO APPENDIX A Item of Noncompliance Infraction Appendix B, of 10CFR50, Criterion V, states in part:
" Activities affecting quality shall be accomplished in accordance with these instructions, procedures or drawings The Limerick PSAR, Appendix D, Quality Assurance Program, paragraph D.6.4 states, in part, that:

.o a Department is responsible for construction of the plant to approved engineering specifications, drawings, and procedures...."
The Specification for the Erection of Structural Cteel, 8031-C-63, paragraph 8.4.1, states in part, that:
"Any proposed method of correction for other than misaligned holes shall be submitted to the Project Field Engineer for approval.".
Contrary to the above, on October 21, 1980, control rod drive jet barrier plate, 39P-1, on drawing 8031-C43EE-54-2, reference drawing C-972, was observed to have been field trimmed such that a bolt hole did not meet the AISC for minimum edge distance.
No evidence was available to indicate that the Project Field Engineer (or his designee) had authorized the alteration.
Response to Infraction The minimum edge distance problem was reviewed by Project Engineering.
The field obtained Project Engineering approval on December 5, 1980 to plug veld and delete the bolt hole from the design of barrier plate 39P-1 after field alignment and trimming, thus-eliminating the minimum edge distance. violation.
The plug. weld is complete.
To prerent recurrence Specification 8031-C-63 is being reviewed and will be revised to more clearly distinguish those items which are minor, and those-which are major and require engineering evaluation and approval.
The specification revision will be completed by January 15, 1981.
