^>n August 21, En;ineering Work Request No. 50-114 was completed by Engineering to provide a temporary solution until Design Change EO-S49 could be implemented during the next outage.

Unit 2 Jumper d 17 3 ', a s written en %;ust 31, 19S0 to snatall the temporary solution presented in the Engineering Work Request.

The Supervisor of Engineering Services performed the Safety Evaluation on August 21, i

1980 prior to implementing this jumper.

Engineering personnel worked closely with members of the SNSOC on August 21, 1980 concerning this problem.

SNSCC members were fully ccgnicant of and in agreement concerning the plant modifications thst were to be performed.

Hewever, the SNSCC did not formally appreve the Safety Evaluation j

and include the change in SNSOC meeting minutes until August 23, 1980.

l The SNSOC is fully aware that they shall review all proposed changes j

or codifications to plant systems or equipment that affect nuclear safety.

We have reviewed exfsting administrative controls concerning changes l

or modifications to plant systems or equipment and have determined j

that they adequately address the requirements for review by the SNSOC.

Members of the SNSOC are fully aware of this infraction and g

of the requirement that safety evaluations be approved prior to installation of safety related jumper log additions.

Also, Cpera-I tions personnel responsible for making additions to the jumper log l

are aware of this requirement and shall not add entries to the jumper j

log without SNSOC approval for safety related equipment, j

We do not agree with the in f ra c ticu as stated. In the preparation of procedures which reference a technical manual it is the responsibility of the preparer and his supervisor to ensure that the manual specified is appropriate for use in the procedurcs.

When the procedure is presented i

for SNSOC approval, the individual presenting the procedure discusses the f

basis.:o r the procedure, the reference docu. rents, and '.he specifics of 8

i the maintenance process.

Therefore, the SNSOC does approve the use of referenced technical manuals, although this is not explicitly recorded in the neeting minutes This has been cur practice in the past, and done in

the case cited, and will be our practice in the future.

Administrative controls already exist which, when fully implemented, will

e ris ure that all technical manuals used by maintenance personnel are complete and up to date.

This pro; gram has not been fully implemented at this time due to manpower constraints and the

'ie ry large nuinbe r ci manuals involved.
