Dear Mr. Cavanaugh:

By letter dated August 8,1980, you submitted infomation requested by our December 20, 1979, letter regarding the safety grade anticipatory reactor trip (ART) system design. We requested this infomation in order to complete our review of your proposed upgrade of the ART system from contr61 grade to safety grade.

Based on our review in the enclosed Safety Evaluation, we conclude that the safety grade design of the ART system satisfies the safety require-monts and criteria of redundancy, independence, single failure and testa-bility; therefore, we find the design acceptable.

The environmental qualification review of the applicable components of the system is incomplete. Our Safety Evaluation provides the basis for installation and operation of the system prior to coe.pletion of our equipment qualification review.

We are currently reviewing your submittals dated June 6,1979, and Febru-ary 12,1980, with regard to the proposed Technical Specifications (TSs) for the control grade ART system. Since you have indicated that these TSs are appropriate for the safety grade A.RT system, we are also review-ing your proposed TSs as they are applicable for the safety grade ART system.
