DeWitt Vice President Nuclear Operations - 212 West Michigan Avenue Jackson, MI 49201 Gentlemen: This refers to the routine inspection conducted by Messrs. P. C. Lovendale and L. J. Hueter of this office on November 3-6, 1980, of activities at Big Rock Point Nuclear Plant authorized by NRC License No. DPR-6 and to the discussion of our findings with Mr. C. Hartman and others at the con- clusion of the inspection. The inspection was an examination of activities conducted under your license as they relate to radiation safety and to compliance with the Commission's rules and regulations and with the conditions of your license. The inspection consisted of a selective examination of procedures and representative records, observations, independent measurements, and interviews with personnel. During this inspection, certain of your activities appeared to be in non- compliance with NRC requirements, as described in the enclosed Appendix A. We are concerned that your internal documentation of IE Bulletin 80-10 information was incomplete and that certain systems apparently were not addressed. Our concern is increased by the fact that your facility previously has had problems concerning contamination of a nonradioactive system, resulting in releases. In your reply please provide the missing information, as described in this report. In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations, a copy of this letter, the enclosures, and your response to this letter will be placed in the NRC's Public Document Room, except as follows. If the enclosures contain information that you or your contractors believe to be proprietary, you must apply in writing to this office, within twenty days of your receipt of this letter, to withhold such information from public disclosure. The application must include a full statement of the reasons for which the information is conridered proprietary, 810112O N @ - -- - - -
