+....f ENVIRONMENTAL IMPACT APPRAISAL BY THE DIVISION OF LICENSING SUPPORTING AMENDMENT NO. 6 TO CPPR-ll8 AND CPPR-119 RELATING TO CHANGE IN OWNERSHIP INTEREST IN GRAND GULF NUCLEAR STATION, UNIT NOS. 1 AND 2 DOCKET NOS. 50-416 AND 50-417 Description of the Proposed Action Mississippi Power & Light Company (MP&L) and Middle South Energy, Inc. (MSE) are the current holders of Construction Pemit Nos. CPPR-ll8 and CPPR-119 for the Grand Gulf Nuclear Station, Units 1 and 2.
By letter dated April 3, 1980, and as supplemented by a June 30, 1980 submittal, MP&L filed a request with the Nuclear Regulatory Commission to reflect additional ownership interest in the Grand Gulf Nuclear Station, Units 1 and 2.
MP&L currently acts as the agent for MSE in connection with all aspects of NRC licensing and regulation.
The action proposed by MP&L is the issuance of amendments to Construction Permits Nos. CPPR-ll8 and CPPR-119 that would specify South Mississippi Electric Power Association (SMEPA) as a co-owner of Grand Gulf Station, Unit Nos.1 SMEPA has entered into an agreement with MSE, conditional upon NRC and 2.
approval, whereby each would own, as tenants in common, the following propor-tional interests in the Grand Gulf facility: 90 percent by MSE and 10 percent by SMEPA. MP&L will act as lead applicant and will retain complete responsi-bility for licensing, design, procurement, construction, operation, maintenance and all related functions with respect to Grand Gulf Nuclear Station, Units l
1 and 2.
The NRC staff's Final Environmental Statement related to construction of the Grand Gulf facility was issued in August 1973.
Environmental Impact of the Proposed Action SMEPA is organized and operated as a non-profit power supply cocperative serving rural Mississippi.
SMEPA is principally engaged in the business of generating electrical energy and providing wholesale energy to its member cooperatives throughout the state.
