Dear Mr. Brunner:

During our review of IE Inspection Report 80-16, we have determined that a portion of the Inspection Report contains information subject to Section 2.790(d), Title 10, Code of Federal Regulations, and is, therefore, exempt from disclosure.

It is our belief that Section 4.d. on page 20 of the Inspection Report contains information relative to response by security personnel to safeguards contingencies.

For this reason, we feel that the Commission, in making a decision in accordance with 10 CFR 2.790(b)(4), should consider that:

Information pertaining to security activities is custc.- rily held in confidence.

This information was provided to the NRC in confidence.

Information regarding security activities is not available in public sources.
