Cook a Vice President Midland Project 1945 West Parnall Road Jackson, MI 49201 Gentlemen: This refers to the inspection conducted by Mr. E. W. K. Lee of this office on Septembec 23 - 25, 1980, of activities at the Midland Nuclear Plant, Units 1 and 2, authorized by hTC Construction Permits No. CPPR-81 and No. CPPR-82 and to the discussion of our findings with Mr. J. L. Corley, others of your staff, and others of the site staff at the conclusion of the inspection. The enclosed copy of our inspection report identifies areas examined during the inspection. Within these areas, the inspection consisted of a selective examination of procedures and representative records, observations, and interviews with personnel. During this inspection, certain of your activities appeared to be in non- compliance with NRC requirements, as described in the enclosed Appendix A. The inspection showed that action had been taken to correct the identified noncompliance and to prevent recurrence. Consequently, no reply to this noncompliance is required and we have no further questions regarding this matter at this time. During the inspection, the inspector also reviewed your response to an item of noncompliance identified during an inspection on July 8-10, 1980 (IE Report No. 50-329/80-20 and No. 3-330/80-21) and the additional data you have located was examined. It was (.etermined that additional data is not adequate to support your request of withdrawing this item of non- compliance. It is therefore, requested that you submit to this office within thirty days of your receipt of this notice a written statement or explanation in reply, including for this item of noncompliance: (1) corrective action taken and the results achieved; (2) corrective action to be taken to avoid further noncompliance; and (3) the date when full compliance will be achieved. 80n soo 37

Consumers Power Company -2_ In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations, a copy of this letter and the ' enclosed inspection report will be placed in the NRC's.Public Document Room, except as follows. If this report contains information that you or your contractors believe to be proprietary, you must apply in writing to this office, within twenty days of your receipt of this letter, to withhold such information from public disclosure. The application must include a full statement of the reasons for which the information is ' considered proprietary, and should be prepared so that proprietary information identified in the application is contained in an enclosure to the application.
