APPENDIX A NOTICE OF VIOLATION Ouquesne Light Company Docket No. 50-334 Based en the results of an NRC inspection conducted en August 4-7, 1980, it appears that one of your activities was not conducted in full compliance with conditions of your NRC Facility License. OPR-66, as indicated belcw.
Technical Specification 6.4.1 states, in part, "A retraining and replace-ment training program for the facility staff...shall meat or exceed the requirements...of... Appendix A,10 CFR 55."
10 CFR 55, Appendix A, Requalification Programs for Licensed Operators of Production and Utilization Facilities, states, in part, "3.
On-the-job training. The requalification program shall include en-the-job training so that:"
"3d. Each licensed operator and senior operator reviews the contents of all abnormal...precedures on a regularly scheduled basis."
i Contrary to the above, no evidence was found to indicate that all licensed operators and senior operators reviewed all abnormal procedures during the 1979 and 1980 training cycles. This item is a deficiency.
