Dear Mr. Brunner:

In response to your letter dated September 2, 1980, and in accordance with 10 CFR 2.201, the attached reply addresses the Notice of Violation which was included as Appendix A of the referenced inspection report.

The noted violatien, identified as a deficiency, consisted of not reviewing all abnormal procedures by licensed operators and senior operators during the 1979-80 requalification training cycle.

We have reviewed the referenced inspection report for 10 CFR 2.790 information and none were identified.

DUQUESNE LIGHT COMPANY 3eaver Valley Power Station Unit No. 1 REPLY TO NOTICE OF VIOLATION Inspection No. 80-23 Letter Dated September 2, 1980 DEFICIENCY Description of Deficiency (30-23-01)

Technical Specification 6.4.1 states, in part, "A retraining and replacement training program for the facility staff...shall meet or exceed the requirements...of... Appendix A, 10 CFR 55."

10 CFR 55, Appendix A. Requalification Programs for Licensed Operators of Production and Utilization Facilities, states, in part, "3.

On-the-job training.

The requalification program shall include on-the-job training so that:"

"3d. Each licensed operator and senior operator reviews the contents of all abnormal... procedures on a regularly scheduled basis."

Contrary to the above, no evidence was found to indicate that all licensed operators and senior operators reviewed all abnor=al procedures during the 1979 and 1980 cycles.

Corrective Action Taken Review of Abnor=al Procedures has been completed by most of the licensed operators and will be completed by all remaining licensed operators for which documentary evidence is lacking prior to station startup.

Action Taken To Prevent Recurrence The Training Manual has been revised co include review of all abnor=al procedures during the course of "Operaticas Requalification Training."

Date On Which Full Compliance Will Be Achieved Full compliance has been achieved at this time.

Resocuse To Inspection Item 80-23-03 The inspector had noted that a revision to the Training Manual had been prepared and was being reviewed.

This revision incorporates the additional program requirements specified in the March 28, 1980 letter from Mr. Denton of NRR.

It was agreed to have the revision imple=ented before startup frem the present refueling and modification outage.

This is to inform you that the above-mentioned revision to the Training Manual has been approved and issued.
