Dear Sir:
Pursuant to Section 50.59 of the Ccmmission's rules and regulations, and in accordance with Reference (2), Yankee Atomic Electric Company hereby requests the following changes to the Technical Specifications:
PROPOSED CHANGE:
Reference is made to Appendix A of Operating License' No.
DPR-3 issued to the Yankee Atomic Electric Company for the Yankee Rowc Plant.
We propose to modify the Technical Specifications as follows:
A.
Modify pages I, IV, VIa, XI and XV of the INDEX as shown on the attached pages.
B.
Add to page 1-5 of the DEFINITIONS section of the Technical Specifications a definition for FIRE SUPPRESSION WATER SYSTDi as shown on the attached page.
C.
Add Specifications 2/4.3.3.4, 3/4.7.10.1, 3/4.7.10.2, 3/4.7.10.3, 3/4,7.10.4 and 3/4.7.11 and their associated bases.
These specifications delineate Limiting Conditions for Operation and Surveillance Requirements relative to fire protection systems.
D.
Add to Administrative Controls specifications 6.9.6.h Special Reports and 6.14 Fire Protection Inspection.
REASON FOR CHANGE: The purpose of this change is to incorporate into the Yankee Rowe Technical Specifications those changes requested in References (2) and (3).

This Proposed Change has been reviewed by the Nuclear Safety Audit and Review Committee.

If1STRUME*iTATI0ii BASES 3/4.3.3.2 If! CORE DETECTIO!1 SYSTEM The OPERABILITY of the incore detection system with the specified minimum complement of equipment ensures that the measurements obtained from use of this system accurately represent the reactor core power distribution.
The OPERABILITY of the neutron detectors is demonstrated pric. to use by irradiating each detector to be used and normalizing thefr outputs.
3/4.3.3.3 l'ETEOR0 LOGICAL IliSTRUMENTATION The OPEPABILITY of the meteorological instrumentation ensures that sufficient meteorological data is available for estimating potential radiation doses to the public as a result of routine or accidental release of radioactive materials to the atmosphere.
This capability is required to evaluate the need for initiating protective measure to protect the health and safety of the public (and is consistent with the recommendations of Regulatory Guide 1.23, "0nsite !!eteorological Programs").
3/4.3.3.4 FIRE DETECTIO1 Smoke detectors are installed in some areas containing equipment and/or systems required for safe shutdown.
A fire watch shall be established to patrol all areas where the -
minimum instrument operable requirements of the specification cannot be met.
The surveillance requirements will insure that the instruments remain operable.

BASES 3/4.3.7.10 FIRE SUPPRESS 10ti The Fire Suppression _Ilater. System, Spray and/or Sprinkler System, CO,, System and Fire Hose Station specifications have been provided in order to meet the pre-established levels of system operability during a fire.
These systems provide fire protection to plant equipment and/or systems required for safe shutdown.
~
Requiring a patrolling fire watch with backup fire suppression equipment in unprotected areas will provide for early reporting and immediate fire fighting capability in the event of a fire occurrence in an area where normal fire-suppression equipment has become inoperable.
Periodic surveillance tests listed provide positive indications of fire suppression system operability.
3/4.3.7.11 FIRE BARRIER pef!ETRATI0ft FIRE SEALS Fire barrier penetration fire seals are provided to insure that the fire resistance ratings of a barrier is not reduced to less than that of the barrier itself. The Fire Hazards Analysis has examined all fire barriers penetration fire seals and where penetratiens w'ere found to have fire resistance ratings substantially lower than the respective wall, floor or ceiling, they would insofar as practicable be modified to meet this rating.
A fire watch will be provided for any fire barrier penetration fire seal protecting equipment required for safe shutdown that loses its integrity.
Doing so will provide for early reporting and immediate fire fighting in this area.
Surveillance. inspections will provide assurance that the fire penetration fire seals remain intact.

6.9.6 Special reports shall be submitted to the Director of the Office of Inspection and Enforcement Regional Office within the time period spec!fied for each report.
These reports shall be submitted covering '
the activities identified below pursuant to the requirements of the applicable reference specification:

Inservice Inspection Program Reviews, Specification 4.4.9.1.
b.
ECCS Actuation, Specifications 3.5.2 and 3.5.3.
c.
Inoperable Meteorological Monitoring Instrumentation, Specifi-cation 3.3.3.3.

Sealed Source leakage in excess of limits, Specification 4.7.6.3.-
