Subject: Inspection No. 50-277/80-27

This refers to your letter dated September 5,1980, in response to our

letter dated August 14, 1980.

Thank you for informing us of the corrective and preventive actions

documented in your letter. These actions will be examined during a

subsequent inspection of your licensed program.

We note that a change in tractors by the carrier contributed to this

item of noncompliance.

In another instance, a change in tractors by a

carrier caused an item of noncompliance with 49 CFR 137.393(j)(4). The

radiation level in the tractor cab was below 2 millirem per hour, when

the tractor trailer left a licensee's site. The carrier changed tractors

and the radiation level in the tractor then exceeded the 2 millirem per

hour limit.

If you ship your waste by " exclusive use" vehicle, you

might include a statement in the specific instructions to the carrier for

maintenance of exclusive use controls that the tractor must not be changed

without your approval.
