and NPF-15 and to the discussion of our findings held by the inspectors with
you and other members of the Southern r lifornia Edison staff at the conclu-

sion of the inspection. The inspection activities of region-based inspectors

on August 28 through September 1,1989 and a representative of the NRR Vendor

Inspection Branch on October 21 are also discussed in the enclosed report.

We understand that, contrary to the discussion in inspection report No,
i
50-206/89-24, SCE did not deny the Notice of Violation identified in
inspection report 50-361/89-06 concerning Technical Specification fire doors,
,
and that you concur with the NRC's interpretation that the action statement
is invoked at the time of discovery.
In your response to the Notice dated
l
July 12, 1989, SCE attempted to clarify the circumstances surrounding the
'
event. We also understand that corrective actions associated with this issue
have been implemented, as discussed in inspection report 50-206/89-24.
Areas examined during this inspection are described in the enclosed
inspection report. Within these areas, the inspection consisted of selective
,
examinations of procedures and representative records, interviews with
personnel, and observations by the inspectors.

No violations of NRC requirements were identified within the scope of this
inspection.
