APPENDIX A NOTICE OF VIOLATION f
As a result of the inspection conducted on September 12-15, 1989, and in acccreance with Section 206 of the Energy Reorganization Act of 1974 and its implanenting regulation 10 CFR Part 21, the followir.g violations were identifitd and categorized in accordance with the NRC Enforcement Policy i
(10 CFR Part 2, Appendix C), 49 FR 8583 (March 8,1984):

Section 21.6 of 10 CFR Part 21, states, in part:
"(a)Each...,
corporation..., shall post current copies of the following documents in a conspicuous position on any premises, within the United States where the activities subject to this part are conducted (1) the regulations in this art, (2) Section 206 of the Energy Reorganization Act of 1974, and p(3) procedures adopted pursuant to the regulations in this part."
Contrary to the above, The Sheffer Corporation does not have the required documents posted in their facility.

This is a Severity Level V Violation (Supplement Vil).

Section 21.21 of 10 CFR Part 21. dated August 21, 1987, states, in part:
"Each individual, corporation, partnership or other entity subject to the regulations in this part shall adopt appropriate procedures to:
(1) Provide for:
(i)Evaluatingdeviationsor(ii)informingthelicenseeorpurchaser of the deviation to be evaluated unless the deviation has been corrected; and...any advice related to the defect or failure to coraply about the facility, activity, or basic comp'onent that has been, is being or will be given to purchaser or licensees.
Contrary to the above, The Sheffer Corporation did not establish a procedure to evaluate and report to their customers deviations in the valve actuators that had been supplied to nuclear power plants.
