(NRC INSPECTION REPORT NOS. 50-327/89-21 AND 50-328/89-21)

This refers to the Nuclear Regulatory Commission (NRC) routine monthly

i

inspection conducted by K. Jenison from August 6 - September 8,1989.

At the

conclusion of the inspection, the findings were discussed with those members of

,

your staff identified in the enclosed inspection report.

,

Areas examined during the inspection are identified in the report.

These areas

,

included operational safety verification, maintenance activities, surveillance

'

activities, and followup of plant events.

Within these areas, the inspection

,

consistea of selective examinations of procedures and representative records,

.

interviews with personnel, and observation of activities in progress.

'

,

The inspection findings indicate that certain activities appear to violate NRC

,

requirements.

The violation involved two examples of failure to implement

plant procedures.

The violation, references to pertinent requirements, and

elements to De included in your response are described in the enclosed Notice

'

of Violation.

,

As discussed with your staff at the exit interview, we are concerned that two

I

recent ENS phone reports, made in accordance with 10 CFR 53.72, initially

l

lacked information necessary for prompt evaluation of plant problems by the NRC

Operations Center.

These reports indicate that additional guidance on the

content of 50.72 reports should be provided to your operations staff Please

address in your response to this letter how you intend to correct this problem.

In accordance with Gection 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter, its enclosures,

and any reply will be placed in the NRC's Public Document Room.

The responses directed by this letter and its enclosures are not subject to the

clearance procedures of the Office of Management and Budget as required by the

Paperwork Reduction Act of 1980, PL 96-511.
