APPENDIX A NOTICE OF' VIOLATION Jersey Central Power and Light Company Oyster Creek Nuclear Generating Station License No. DPR-16 Docket No. 50-219 As a result of the inspection conducted on Ma ch 1-31, 1981, and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7,1980), the follow-ing violation was identified:

. Criterion IV of 10 CFR 50, Appendix B, Procurement Document Ccatrol, states, that " Measures shall be established to assure that applicable regulatory requirements, design bases, and other requirements which are necessary to assure adequate quality are suitably included or referenced in the documents for procurement of material, equipment, and services, whether purchased by the applicant or by its contractors or subcontractors."
The Jersey Central Power and Light Company / General Public Utilities Operational Quality Assurance Plan, Revision 3, dated November 9,1979,Section V.D., states in part, "The manager or station manager of the pro-curement originating organi::ation is responsible for assuring that the pncurrent originating documents have been prepared, reviewed, concurred with, approved and issued in accordance with this section and Appendix B of this Plan."
Appendix B states that the Manager, Operational Quality Assurance or Site Quality Assurance Supervisor has concurrence responsibility for purchase requisitions.
Procedure 4016~, Revision 1, January 18, 1978, Procurement Document Review, states in part, "The element of Procurement Document Review applies to the review of procurement documents for materials, parts, components...and include... purchase order requisitions.. 0perational Quality Assurance review of crocurement documents shall include... appropriate requirements of Procedure 2001...".
Procedure 2001, Revision 3, November 1,1977, Administration of Procure-ment, states in part, " Procurement documents are those documents generated for the purpose of procurement and shall (as a minimum) be... reviewed and concurred with, as a package, by Operational Quality Assurance...".
Contrary to the above, purchase requisition 61619 was issued for the procurement of ITT Barton Model 288A Snap Action Switches for use within the Quality Assurance System Boundary without review and concurrence by Operational Quality Assurance.
