C APPENDIX A NOTICE OF VIOLATION Jersey Central Power and Light Company Oyster Creek Nuclear Generating Station License No. DPR-16 Docket No. 50-219 As a result of the inspection conducted on February 2-28, 1981, and in accord-ance with the Interim Enforcement Policy, 45 FR 66754 (October 7, 1980), the following violation was identified:
Technical Specification 6.11 states, " Procedures for personnel radiation protection shall be prepared consistent with the requirements of 10 CFR Part 20 and shall be approved, maintained and adhered to for all operations involving personnel radiation exposure.
Procedu,e 903.2, " Personnel Monitoring," Revision 13, dated April 30, 1980 states in part, "[A] self reading dosimeter [is] required for: All persons entering the Radiation Control Area.
... Persons not requiring dosimetry must sign the Dosimetry Exception Log as an acknowledgement that they are not authorized to enter the Radiation Control Area."
Contrary to the above, on February 24 and February 25, 1981, a total of 73 visitors entered the facility without receiving self reading dosimeters or signing the Dosimetry Exception Log.
This is a Severity Level V Violation (Supplement I.E).
Pursuant to the provisions of 10 CFR 2.201, Jersey Central Power and Light Company, Incorporated is hereby required to submit to this office within twenty-five days of the date of this Notice a written statement or explanation in reply including the corrective steps which have been taken and results achieved; corrective steps which will be taken to avoid further violations; and the date when full compliance will be achieved.
Under the authority of Section 182 of the Atomic Energy Act of 1954, as amended, this response shall be submitted under oath or affirmation.
