70-1201/81-03 This refers to the routine safeguards inscection conducted by Mr. J. W. Bates of this office on April 14, 15, 17 and 22-24, 1981, of activities authori::ed by NRC License No. SNM-1168 at Commercial Nuclear Fuel Plant fac'lity and to the discussions of our findings held with you and members of your starf at the conclusion of tne inspection.
Areas examined during this inspection included your program for nuclear ma:eri.al control and accountability under the applicable provisions ef Title 10, Code of Federal Regulations, Part 70, "Special Nuclear Material", and specific license conditions. Within these areas, the inspection consisted of selective examina-tions of procedures and representative records, interviews with personnel, performance tests, and observations by the inspector.
During the inspection, it was found that certain activities under your license appear to violate NRC requirements.
This item and references to pertinent requirements are listed in the Notice of Violation enclosed herewith as Apper.-
dix A.
Elements to be included in your response are delineated in Appendix A.
Details of activities involving safeguards and security measures are exempt from disclosure in accordance with 10 CFR 2.790(d). Therefore, your response should be incorporated in a separate paper and referenced in your reoly.
We have examined actions you have taken with regard to previously reported unresolved matters.
The status of these items is discussed in the enclosed recort.
Two new unresolved items resulted from this inspection and are discussed in the enclosed report. These items will be examined during subsequent inspections.
