Dear Mr. Carey:

Your letter dated Novenber 14, 1980 documented the administrative con-trols and response to alarm procedures which were to be in effect dur-ing power operation of Beaver Valley Power Station, Unit No.1 until the modifications comitted to in that letter were complete. You also.

comitted to a shutdown beginning May 15, 1981, of sufficient duration to complete the modifications if they were not complete by that date.

By letter dated May 6,1981, you infomed us that all modifications comitted to had been completed with the exception of those to the pres-surizer safety valve discharge lines and the restoration of water filled loop seals upstream of the pressurizer safety valves and requested an ex-tension of the time for completion of those modifications until the sec-ond refueling outage. We have completed our review and evaluation of your request and have concluded that operation until the second refueling outage of Beaver Valley Power Station, Unit No.1 without water filled loop seals upstream of the pressurizer safety valves during Cycle 2 is acceptable.

The information you provided s* tes that there has been no leakage of pressurizer safety valves du.ns operation since December of 1980, when leakage through safety valve 551C was repaired. Also, the installation of pressure switches to provide indication of pressure buildup in the pilot valve cavity above the operating piston of the main valves has been completed. Based on this, we agree that the installed pressure switches and safety valve relief line temperature monitoring provide adequate indication to allow safe shutdown of the plant if leakage should develop. Additionally, we have determined that operation withcut water filled loop seals upstream of the pressurizer safety valves during Cycle 2 is an acceptable mode of operation based on the modificatiors and testings made to the safety valve for operating in a steam envircnment.
