Dear Mr. Hukill:
By letter dated April 11,1980 (TLL 167) Metropolitan Edison Company requested a change to the Technical Specifications (TSs) (TSCR No. 92) concerned with identifying locations of the temperature detectors inside l
the containment building. The purpose of the proposed change to the TSs is to accurately describe the actual locations of 24 temperature detectors existing in the containment. In addition, as you stated in your request, the temperature detectors were never relocated since they were initially in-stalled.
The purpose for monitoring the contairunent ambiena temperature is to assure the contairunent building temperature assumed in the structural analysis is never exceeded during reactor operation. The specific temperature limits imposed will assure that containment design temperature / pressure will not be exceeded in the ~t of a design basis loss of coolant accident.
Amendment No. 41 issu q our letter dated May 24, 1978 revised the TSs to add surveillance requirements and limiting conditions for operations with respect to the average air temperature inside containment. This amendment was based on Metropolitan Edison Company's amendment request transmitted by letter dated July 22, 1977 which proposed the locations of the temperature detectors as they now exist in the TSs. j request considered the locations of the temperature detectors in that the temperatures near the containment dome (el. 494 ft.) should be factored t
I into calculating the average containment temperature above elevation 320 ft.
In the initial submittal you proposed that six temperature detectors would be located at the 494 ft. elevation which was considered as a part of our evaluation of your request.
Your TS Change Request No. 92 transmitted by letter dated April 11, 1980 shows that no temperature detectors are located at 494 ft. elevation and only two detectors (i.e., one at an elevation of 400 ft. and the other at an elevation of 383 ft.) are located above 364 ft. The locations of the temperature detectors described in your request transmitted by letter dated April 11, 1980 (TLL 167) is unacceptable. We take this position because, based on information available to us, we are unable to reasonably justify the accuracy of the average containment temperature above the 320 l
f t. elevation with the temperature detectors in their existing locations.

Hukill l temperature detectors in locations described in the TSs (Section 3.17.3) or pmvide adequate technical justification for the temperature detector locations you described in your latest request. Your response regarding this matter is requested within 45 days from the date of this letter.
e In addition, we consider this condition a potential violation of the limiting conditions for operation which is presently under consideration for enforce-ment action.
I Because of the potential safety significance, the resolution of the location of the temperature detectors ~inside containment is a pre-J requisite item for restart.
