Dear Mr. O'Reilly:

This is in response to your January 21, 1981, letter, RII:WJT 50-259/80-45, 50-260/80-36, 50-296/80-35, concerning activities at the Browns Ferry Nuclear Plant which appeared to be in violation of NRC requirements. Enclosed is our response to the alleged violations noted in Appendix A to your letter and a description of our actions and plans for improving the effectiveness of our security audit program.

Our response contains physical security information that is exempt from disclosure in accordance with 10 CFR Part 2.790.

We, therefore, request that the enclosed response, along with the January 21, 1981, inspection report, not be placed in the Public Document Room. If you have sny questions, please call Jim Domer at FTS 857-2014.
