VOGTLE ELECTRIC GENERATING PLANT, UNITS 3 AND 4 ISSUANCE OF AMENDMENTS AND GRANTING OF EXEMPTIONS RE: ONSITE STANDBY DIESEL GENERATOR LOADING CHANGES (LAR 19-015) (EPID L-2019-LLE-0021)
Dear Mr. Whitley:
In response to your application dated August 9, 2019, the U.S. Nuclear Regulatory Commission has granted the enclosed Exemptions and issued the enclosed Amendment Nos. 174 and 172 to Combined License (COL) Nos. NPF-91 and NPF-92 for the Vogtle Electric Generating Plant (VEGP) Units 3 and 4, respectively. The amendments consist of changes to the Updated Final Safety Analysis Report (UFSAR) and plant-specific Tier 1 information, with corresponding changes to Appendix C of the facility COLs.
The amendments authorize changes to the VEGP Units 3 and 4 UFSAR in the form of departures from the incorporated plant-specific Design Control Document (PS-DCD) Tier 2 information and involves changes to COL Appendix C. The proposed changes revise the COLs to (1) add loads to the onsite standby diesel generator required for orderly plant shutdown, defense-in-depth, and prevention of automatic passive safety-related system actuation following anticipated operational occurrences; (2) delete inspections, tests, analyses and acceptance criteria (ITAAC) 2.6.01.04c and combine it with ITAAC 2.6.04.02a to prevent duplication of testing; and (3) provide editorial updates for clarification and consistency. The exemption allows changes that impact Tier 1 of the PS-DCD and Appendix C of the facility COL as specified in License Amendment Request (LAR)19-015. This exemption is related to, and necessary for, the granting of the license amendment which is being issued concurrently.
B. Whitley A copy of the related Safety Evaluation, which includes the staffs evaluation of the amendment and exemption is enclosed. The notice of issuance of the amendment and the exemption documents included in this letter will be published in the Federal Register.
