In your letter that I received on March 3,1981 you expressed your concern over increasing electrical rates and the relationship of those rates to Florida Power Corporation's management of the Crystal River Nuclear Power Plant. As you comented the Crystal River nuclear plant nas experienced operating problems which have caused the plant to be shut down.

From the time that the plant first began commercial operation at full power in 1977 until the end of 1980, it as generated about 53'.' of the electrical energy that would have been generated if the plant had operated all of the time at the maximum dependable capacity.

For comparison purposes j

we have calculated the performance factors for other plants which also 4

were licensed to operate in 1977. The six other nuclear power plants i

i that began commercial operation in 1977 Fave had similar load factors ranging from 26% to 81% with an average of 551.

Although we share your concerns over increasing electrical rates, the NRC has no authority or responsibility for these rates, We suggest that you write to the Federal Energy Regulatory Comission and the Flordia Public Service Commission, with respect to rates, at the l
