Dear Mr. Denton:

On March 10, 1981 a meeting was held between senior management officials of South Carolina Electric and Gas Company's nuclear sctff and senior-representatives from your staff.. Persons representing

,E&G in that meeting were Mr. T. C. Nichols, Jr., Vice President and Group r.xecutive, Nuclear Operations; Mr. W. A. Williams, Jr., General Manager, Nuclear Operations; Mr. M. B. Whitaker, Jr., Group Manager, Nuclear Engineering and Licensing and Mr. O. S. Bradham, Manager, Virgil C. Summer Nuclear Station. The staff was represented by Dr. Stephen Hanauer, Director, Division of Human Factors Safety; Mr. Darrell G. Eisenhut, Director, Division of Licensing; Mr. Domenic B. Vassallo, Chief Licensee Quafification Branch; Mr. Robert L. Tedesco, Assistant Director for Licensing; Mr. Albert Schewencer, Chief Licensing Branch No. 2; Mr. William F. Kane, Licensing Project Manager and Mr. F. J.

Williams, Jr., Licensee Qualification Reviewer.

During the course of the meeting, several items of interest were discussed by those present, which can be broadly characterized as falling into two major areas:

(1) qualificat" of corporate management and (2) plant training.

During Phase I, Mr. Nichols described the results of the joint NRR/I&E Management Audit which was conducted as part of the staff's normal review pro-cess conducted.on February 9-11, 1981.

Denton March 25, 1981 Page Two Specifically, the services of Mr. John Roth and Mr. Michael Stern have been secured to aug=ent the personnel staff of the Vice President and Group Executive, Nuclear Operations. These two persons have extensive experience with large co==creial operating nuclear power plants, both are formerly SRO qualified and both are of sufficient status to advise the Vice President and Group Executive on canage=ent matters involving Nuclear Operatioas. Additionally, Mr. Roth is unusually qualified with i==ense experience in the area of operator t raining.

Mr. Stern's background has been in plant operatiens and engineering and has recently worked at a large co=rercial power reactor.

Both =en will attend teetings of the Nuclear Safety Review Cc==ittee and vill become intimately involved in the day to day operation of the Nuclear Operations depart =ent.

They will have free access to any and every depart =ent or activity ec=ing under the jurisdiction of the Vice President and Group Executive and will advise hi= of their activities and observations.

Additionally, the Applicant has hired persons for STA positions who are currently undergoing training at Su==cr Station. They will be assigned to operating shifts. Applicant is also negotiating for previously licensed PWR SRO personnel to serve in an advisery capacity in the plant's control roc =.

These personnel vill provide additional operating experience to plant operations.

Mr. Stern is currently on board and perforcing in his job.

Mr. Roth will be reporting to work this su==er.

The STA's are on board and the additional experienced SRO's for the control roc = that SCE&G is seeking to hire are cur-rently en site under contract reviewing plant procedures.

Activities for Phast II have already begun and the progra= is speciff2 ally designed to develop in-house expertise to replace Messrs. Roth and Stern and reliance on outside contractors. This progran will last for about fcur to five years beyond fuel load. Applicant is engaged in training progra=s designed to broaden the experience of its senior nuclear executives and technical support personnel. Training progra=s are being established to insure that well rounded and suf ficient expertise exists within SCESG as quickly as possible. Specifically, the Nuclear Engineering depart =ent was structured and staffed to meet the suggested criteria outlined in NUREC-0731. This was acco=plished by the staffing of persons having basic engineering disciplines with specific areas of expertise that are co==only used-and necessary to adequately support the facility. Rarely used expertise suggested by NUREG-0731 have been identified vithin the Gilbert Associates, Inc. and Restinghouse organinations and arrangements have been made to have these persons available as required. Applicant has co=pleted a rather extensive review of its technical competence and supplemented any perceived deficiency through contractural arrangements. Additionally, ongoing engineering support services fro: Gilbert Associates, Inc. and Westinghouse have been made as _vell as coergency engineering services, if required. All of the above was reviewed with the staff during their February audit.-

Mr. Harold R. Dcnten March 25, 1981 Page Three SCE&G has purchased from Westinghouse a plant specific simulator to be used in training and re-training plant operators. This simulator and its associated support facility will be located in the Company's training facility located near the Summer Station. Formal training programs for non-operating personnel to include engineers and managers will be conducted on a systematic basis by SCESG to develop and maintain its technical and operating competence. SCE&G is currently recruiting and will continue to seek experienced personnel with operating experience to augment its management staff within the nuclear organization.

The Phase III program addresses those actions necessary to maintain technical and operating competency over the life of the plant. Applicant has already begun its training programs outlined in Phase I and Phase II above. Applicant stated he does not intend to remain dependent on outside contractural technical support

. of its nuclear facility except in those areas where its infeasible to have the

expertise located within its home office. SCE&G recognizes it has the responsibility to operate and maintain its nuclear facility in a safe and efficient manner and will maintain'whatever programs established in Phase I or II necessary to achieve this goal.
