March 13, 1981 Docket No. 50-317 50-318 Mr. A. E. Lundvall, Jr.

Vice President - Supply Baltimore Gas & Electri: Company P.O. Box 1475 Baltimore, Mt yland 21203

Dear Mr. Lundvall:

We have completed our review of the Combustion Engineering (CE) Topical Report CEN-133(B) called FIESTA (a one dimensional, two group space-time kinetics code for calculating PWR scram reactivities). This November 1979 report, submitted by your letter of June 26,1980, is for future use in calculating scram reactivities for the Calvert Cliffs Nuclear Power Plant, Unit Nos.1 and 2.

3ased on our review, we conclude that CEN-133(B) is acceptable for reference in licensing actions in regard to scram reactivity calcula-tions for various design basis events which require a reactor trip.

Since the thermal-hydraulic model available in the FIESTA code was not included in the topical report, the feedback modules in FIESTA have, therefore, not been reviewed or approved.

A copy of our topical report evaluation is enclosed.

Sincerely, fG i

W Robert A. Clark, Chief Operating Reactors Branch #3 Division of Licensing
