Dear Mr. Clayton:
Re: Degraded Grid Voltage (Offsite Power) and Adequacy of Station Electric Distribution System for Joseph M. Farley, Unit No.1 By our letter of August 30, 1977 we provided a description of events at Mill-stone Unit No. 2 during July 1976. The events related to plant operation and equipment failures during a degraded grid voltage condition. We re-quested you to conduct an investigation of the issue as it affects your facility and to provide us your analysis. Subsequently, Alabama Power Company provided infomation in letters dated November 7,1977, January 15 and Octobt.c 10, 1979, and July 17 and 30 and August 7,1980 for Joseph M. Farley Nuclear Plant Unit No.1 and/or Unit No. 2.
During our reviews of the offsite power system responses from all licensees, an event occurred in September,1978 at the Arkansas Nuclear One (AN0) statinn.
We described this event (relating to inadequacies in the station electric distribution system) in another generic letter to all power reactor licensees in our letter dated August 8,1979. By this letter we expanded the offsite power system review to require all licensees to confirm the acceptability of the voltage condition; on the station electric distribution system. Your review and analysis was submitted to us by letter dated December 11, 1979. Subsequent-i ly, you provided additional infomation by letters dated May 1 and October 7, 1980 and January 27, 1981.
l During the licensing proceedings for Farley Unit No. 2 our reviews of both concerns for both Unit No.1 and Unit No.1 were completed. Specific refer-ence to the reviews are included in Section 8.2 of.NUREG-0117, Supplement No. 4 to NUREG-75/034, Safety Evaluation Report. Technical Specifications were issued for Unit No. 2 with Operating License No. NPF-8. Since the Technical Specifi-cations for Unit No. I are currently being upgraded in toto to agree with Unit l
No. 2 specifications as proposed in your letter dated December 15,1980, we l,{
will provide Technical Specifications for Unit No. I with that amendment.
