Attachnent 2 includes changes and additions to Sections 3.0 and 4.0 including the supporting safety evaluation necessary to coLply with the January 1,1981 Technical Specification requirements of NUREG-0737 Clarification of Tlil Action Plan Requirenents.

is a compilation of all Technical Specifications required by the NUREG, date of specification submittal, and the proposed section of the enclosed amendment which was added or modified to comply with the 1-1-81 NUREG requirements.

To write procedures implementing the approved requirements of the proposed revisions and to adequately train appropriate personnel in the proper implementation of these requirements and procedures, a ninety (90) day grace period is required from the date of NRC issuance of these changes.

The Plant Operations Review Comittee and the fluclear Operations Review Board have reviewed the above proposed changes and have determined that the revisions do not involve any unreviewed safety issues as shown in the attached safety evaluations for each item.

This item is designated Class III according to 10CFR170 requirements.

A check for $4,000 is enclosed to cover the fees required.

In accordance with 10CFR50.30(c)(1)(i), three (3) signed originals and thirty-seven (37) additional copies of the proposed amendment are enclosed.
