On-February 4,1981, as a result of data obtained from_PT-26.1_(daily Radiation Monitor Surveillance), the alarm setpoints for RM-CC-106 were reset. On February _12,1981, as required by Unit i radiation _.monitora_ refueling calibration procedure, the setpoints for RM_-CC-106 were recalculated. It was

setpoint had been set at greater than twics background. This is contrary to Tech. S sc.3v7 and reportable per Tech. Spec._6.6.2..h(4)._

A review of component cooling activity levels, for the per$od of concern, indicated that the activity in this system liadJnot exceeded-twice background.

Since RM-CC-106 remained functional, although the alarm setpoint was slightly

._ higher (factor of 1.5) the health and safety of the public were not affected.

CAUSE

l The cause of the event was personnel error. Specifically. the setpoint calculations on February 6,1981 were not verifted as requf red by Health Physte's procedure.
