SUBJECT:
RENEWAL OF SPECIAL NUCLEAR MATERIAL LICENSE NO. SNM-1227 I.
Background
The subject license has been under timely renewal since July 31, 1979 in accordance with the provisions of 10 CFR Part 70.
In July-1980, a Safety Evaluation Report was issued by HRC, Division of Fuel Cycle and Material Safety, and in September 1980 SNM-1227, as revised, was issued. On August 13, 1981, the Division of Fuel Cycle and Material Safety issued an Envirorrnental Impact Appraisal (EIA) and a tiegative Declaration related to the renewal of SNM-1227.
II.
Discussion Since the license was revised in September 1980, two amendments were issued. Amendment No. 1 to the revised license, dated January 6,1981, incorporated changes in filter test and change requirements as requested by the licensee in an application dated flovember 21, 1980. Hence, Condition No. 9 of the revised license must be changed to include the date of flovember 21, 1980 Amendment flo. 2, which authorized the calcining of plutonium oxide terminated on February 1.-1981. tio further action is required.
The EIA identified issues with (a) the stack monitoring of total fluorine releases and (b) environmental monitoring to detect leakage from the process water evaporation lagoons.
The following conditions are proposed to resolve the issues:

- 15. The licensee shall conduct the environmental monitoring program l
as specified in Table 3.7, Table 3.10, Figure 3.6 and Figure 3.8 of the Environmental Impact Appraisal (EIA) issued by the Commission on August 13, 1981.

- 16. The licensee shall sample the between liners leak detection systems monthly.
If liquid is found in the leak detection systems, the licensee shall conduct an investigation to determine the source and magnitude of the leak and to determine appropriate j
corrective action.
In addition, the licensee shall notify in j
writing, within 90 days of the detection of the leak, the Director, Region V, of the results of the investigation and the corrective actions.

- 17. For the test wells listed in Table 3.7 of the EIA and the below linerr leak detection systems, the licensee shall analyze water samples monthly for uranium or gross alpha, fluoride, nitrate, amri.1a, sulfate and p instead of conductivity.
- 18. Tha licensee shall establish a gross beta data base by analysis of a composite of three monthly samples for each test well listed in Table 3.7 of the EIA.
If the gross beta results are less than 50 pCi/1, the beta monitoring program may be terminated.
If the gross beta results exceed 50 pCi/1, isotopic analysis to determine significant beta-emitting nuclides shall be performed.
If technecium is identified during isotopic analysis, the quarterly gross beta and isotopic monitoring program shall be continued for all wells. The Director, Division of Fuel Cycle and Material Safety, shall be provided with a copy of the data base by March 30, 1982.
- 19. The licensee shall review the existing groundwater monitoring data and consider an additional system of test wells to monitor and define the contaminated groundwater plume. The results of the review, with or without the additional system, and its justification shall be submitted to the Director, Division of Fuel Cycle and Material Safety,for review and approval within 12 months.
- 20. The licensee shall-evaluate the stack monitoring systems for measuring total fluoride release and shall make appropriate modifications, if necess'.ry. The monitoring techniques shall be subnitted to the State for approval within 60 days from the date of this license.
The systems, if modified, shall be installed and in operation within 60 days of the State approval.
These conditions were discussed with R. Nilson, Exxon Nuclear, on October 6, 1981. William Cooley, Region V Inspector, has no objection to this renewal.
III. Conclusion and Recormendation With the incorporation of license conditions as specified in the previous section, the staff has concluded that the licensee can i
