1. INTRODUCTION This Program Plan has been prepared to fulfill the Preservice Inspection (PSI) requirements for the nuclear system components of the Callaway Nuclear Power Plant, Unit 1, designed by the Bechtel Power Corporation. This P ogram Plan will also be written to meet any Augmented Inspection requirements required by Bechtel.

These PSI requirements are specified by the Code of Federal Regulations,10 CFR 50.55 a(g).

The scope of examinations, procedures, and acceptance criteria meet the requirements outlined in Section XI of the ASME Boiler and Pressure Vessel Code, " Rules for Inservice Inspection of Nuclear Power Plant Components",1977 Edition, up to and including the Summer 1975 Addenda. Accordingly, all Class 1, 2 and 3 pressure retaining components and their supports as provided by 10 CFR 50 and NRC Regulatory Guide 1.26, have been scheduled to be examined to comply with Section XI requirements.

The extent of examinations of Cir.ss 1 and Class 2 piping has been determined by the [1 requirements of the 1974 Edition of Section XI with Addenda through Summer 1975 as allowed or required by 10 CFR 50.55a paragraph (b) (2) with the exception of the RHR System which is discussed in Document 30A4540.

This PSI Program Plan presents information in a general text for overail performance of examinations. Examinations for individual piping systems are listed in system PSI Programs, each of which is a separate document. These piping s; stem documents itemire the system-specific examinations. The examinations shall comply with Section XI requirements of examination categories, methods, techniques, and procedures; of personnel qualifications; of documentation, mapping, and evaluation of inspection results; and of disposition and repair.

The Program Plan discusses the regulatory requirements comprising the bases of the development of the plan and the technical scope of examinations to satisfy thesg requirements. The program plan also presents procedures for performance and documentation of these examinations.

2. BASES FOR PRESERVICE INSPECTION PROGRAM 2.1 NRC REGULATIONS The Preservice Inspection requirements stipulated by 10 CFR 50.55a(g)(3) establish the applicable Edition of Section XI of the ASME Code for the components of a facility whose construction permit was issued after July 1, 1974.

The quality group classification system for radioactive water / steam-containing components important to the safety of water-cooled nuclear power plants is

) established by NRC Regulatory Guide 1.26, in conjunction with 50.55a of 10 CFR

50. Regulatory Guide 1.26 defines the Quality Group Classification System consisting of four Quality Groups, A through D . The definition of Quality Group A is provided by 10 CFR 50.2(v) under " Reactor Coolant Pressure Boundary".

The definitions of Groups B, C, and D are provided by Regulatory Guide 1.26.

2.2 DEFINITION OF OWNER INTENT In accordance with the requirements set forth by 10 CFR 50.55a, the Callaway d Unit I must comply with the requirements of the 1974 Edition of Section XI up to and 'ncluding the Summer 1975 Addenda as modified by Appendix III of Winter 1975 Addenda. However, in order to comply with a more recent code and addenda, Union Electric has elected to comply with the 1977 Edition of the Code up to and including the Summer 1978 Addenda.

Accordingly, this Program Plan provides the details necessary for performing the Preservice Inspection of the Callaway Unit 1 Class 1, 2, and 3 water / steam-containing components. The plan covers, once, the complete preoperational and nondestructive examinations of all systems within the Class 1, 2, and 3 bow.daries, prior to initial plant startup, in accordance with ASME Section XI, Subsections IWA, IWB, IWC and IWD. ,.

2.3 SCHEDULE All examinations listed in this Preservice Inspection Program Plan shall be performed completely, once, as a preoperational e.: amination requirement prior to initial plant startup.

The written procedures for the performance of these examinations are referenced in the Master Document List (80A4532).

3.3 EXEMPTIONS AND EXCEPTIONS l The basis for exemptions and exceptions to the requirements of Section XIin the l PSI Program Plan are presented. Exceptions to Code required examinations may be authorized by the regulatory authority, as allowed by 10 CFR 50.55 a(aX2),

provided that design fabrication, installation, testing and inspection performed in compliance with Codes and Section XI requirements would result in hardship I without a compensating increase in the level of quality and safety, or provided l that the proposed alternative examination will provide an acceptable level of quality and safety.

The following exemptions from examination requirements are applicable to Quality Group A, B, and C piping systems:

3.3.1 Quality Group A All component connections, piping, and associated valves of 1" nominal size or smaller are exempt from examination, as allowed by ASME Section XI, Subparagraph IWB-1220(b).

3.3.2 Quality Grouc B All component connections, piping, and associated valves and vessels of 4" nominal pipe size and smaller are exempt, as allowed by subparagraph IWC-1220(c). In addition to the above exemption, all components in systems other than the Residual Heat Removal and Emergency Core Cooling systems where botn the operating pressure and temperature are equal to or less than 275 PSIG and 2000F respectively are exempt from examination requirements, as allowed by Subparagraph IWC-1220(b). Also, components that during normal plant operating conditions are not required to operate or function but remain flooded at 30% operating pressure may be exempted, as allowed by Subparagraph IWC-1220(a).

3.3.3 Quality Grouc C I For the purpose of system hydrostatic test, open-ended portions of suction or drain lines from a storage tank extending to the first shutoff valve are i considered as an extension of the storage tank.

l l , Open-ended portions of nonclosed systems shall have tested or observed l unimpaired flow during system operation in lieu of a system pressure test.

l All Class 2 Quality Group B pressure-retaining components exempted from examination requirements by IWC-1220 shall be examined during system hydrostatic pressure tests, in accordance with IW A-5000 and IWC-5000.

3.4 QUALITY ASSURANCE The NES Quality Assurance Program Plan (QAPP), Document 80A2929, governs the design review ar.d linplementation of the Callaway Unit 1 PSI Program Plan.

This document ir, in accordance with the requirements of the NES IS' Quality Assurance MaNal(80A9021), which is in compliance with Appendix B of 10 CFR

50. The QAPP includes the detailed quality assurance requirements that are common to all activities of the program including organization, management, liaison, examination implementations, control of inspection recorcs, qualifications of personnel, materials and procedures, etc. The QAPP is presented as part of the ISI Program Plan.

l 3.5 EXAMINATION PROCEDURES i

Subarticle IWA-1400 of Section XI requires the development and preparation of l written examination procedures necessary for the conduct of the nondestructive examinations associated with PSI operations. The written procedures for the performance of visual, surface, and volumetric examinations are referenced in NES Master Document List,30A4532.

Methods, techniques, and procedures for the preservice inspections are titled visual, surface, and volumetric. Each term describes a general method per-l mitting a selection of different techniques and procedures restricted to that method to accommodate varying degrees of accessibility and radiation levels.

l A visual examination is employed to provide a report of the general condition of the part, component, or surface to be examined, including such conditions as scratches, wear, cracks, corrosion or erosion on the surfaces; misalignment or e

movement of the part or component; or evidence of leaking. Visual examinations are applicable to welds, support members, valves, pumps, fasteners, cladding, etc. NES' visual examination procedure is based on the requirements of Subarticle IWA-2210 of Section XI of the ASME Code.

A liquid penetrant examination is specified as the surface examination method to delineate or verify the presence of cracks or discontinuities open to the examination surface. NES' liquid penetrant examination procedure is in ccmpliance with the requirements of Article 6 of Section V of the ASME Code, as required by Section XI Subarticle IW A-2222. As a substitute to liquid penetrant, NES can utilize a magnetic particle examination to satisfy surface examination requirements.

The ultrasonic pulse echo examination is selected as the volumetric examination method to indicate the presence of subsurface discontinuities by examining the entire volume of metal contained beneath the surface to be examined. NES' ultrasonic examination is in compliance with Appendix III of Section XI (or Articles 4 and 5 of Section V, as applicable) of the ASME Code, as required by Section XI Subarticle IWA-2232. Radiography may be used as a substitute for ultrasonic examination when access to welds is restricted.

3. 6 ULTRASONIC TESTING CALIBRATION STANDARDS 1

The calibration standard design drawings are presented as part of the PSI l

1 Program Plan. Table 3.3 lists all UT Calibration Standards required to perform the UT examinations. All calibration standards are retained on site.

The UT examination calibration standard design and material selection is in l accordance with Subarticle III-3400 of Appendix III to Section XI. In addition to i

the required notches, drilled holes have been installed as additional reflectors in accordance with the provisions of Article 3 of Section V of the Code. These additional reflectors are allowed by Paragraph III-3400 of Appendix III of ,

Section XI.

3.7 EVALUATION CRITERIA Evaluation of any indications detected during PSI shall be made in accordance with IWA-3000 of Section XI. Indications detected may be evaluated by other nondestructive methods, where practical, to assist in the determination (size, shape, location, orientation) before final disposition is made.

3.3 RECORDS AND REPORTS A system of records of the Preservice Inspection, plans, schedules and calibration standards; the examination results and reporn, the corrective action required and taken, will be developed and maintained at the site in accordance with Article IWA-6000 of Section XI.

3.9 PERSONNEL QUALIFICATION REQUIREMENTS Personnel performing nondestructive examination operations shall be qualified with procedures prepared in accordance with SNT-TC-1 A,1975 Edition, for the applicable examination technique and methods as required by Article IWA-2300 of Section XI. All examinations shall be performed and the results evaluated by qualified nondestructive examination personrel.

For those nondestructive examination methods not covered by SNT-TC-1 A documents, NES shall qualify personnel on the particular method involved. The NES procedures for such qualification provide uniform programs of training, evaluation, and certification of personnel are included in Table 3.2.

3.10 PRE-EXAMINATION REQUIREMENTS Generai provisions for accessibility have been defined by Article IWA-1500 of Section XI of the ASME Code.

access to allow the required inspection.

2. Piping systems requiring ultrasonic inspection will be designed so that all welds requiring inspection are physically accessible for inspection with ultrasonic equipment.

A. Access will be provided by leaving adequate space around pipes at these welds and by means of removable insulation and shielding as required.

B. Pipes welded to fittings will be designed to permi+. meaningful examination by avoidance of irregular surface geometries.

C. The surface of welds will be smoothed and contoured to permit effective use of ultrasonic transducers or surface examination indicators.

D. Piping systems requiring surface or visual examination will be designed to allow access and visibility adequate for performance of such examination.

1. Exemptions and Exceotions These are lists of the basis for exemptions and exceptions to the requirements of Section XI, as claimed in the Preservice Inspection Plan for those areas that are exempted by the code or cannot be examined either fully or in part because of limitations in accessibility, material, design.
2. System Classification The Callaway Unit I system Quality Groups A, B, and C (ASME Class 1,2 and 3) boundaries have been established by Bechtel Power Corporation.

These lists identify the plant systems and components that are Class 1, 2, and 3; based on the referenced Bechtel drawings and lists systems, or portions of systems, that are exempted from the examination requirements of Section XI per IWB-1200 and IWC-1220.

3. Program Plan and Schedule i

The specific examination requirements for the Callaway Unit 1 Preservice Inspection Plan are defined in the Program Plan and Schedule. Each weld 1

or other examination area is designated by a unique identification number along with the applicable procedure number, examination category and method, and calibration standard num ber, if required for ultrasonic l examinations.

EXCEPTION REQUESI component Identification: Pump PS301A, 3, C& D P & :D: M-023301, 02, 03 System: Reactor Coolant ASME Class: Class 1 Ccde Requirement: Category B-L-1: Surface and vciumetric examinations are to be performed on 100% of the pressure retaining welds in this group of components for a preservice inspection.

Basis for Exception: ASME Section XI, Table IWB-2500-1 and subarticle r49-2200 Preservice Examination require that 100% of the length of all pressura boundary retaining welds in Class 1 components be subject to volumetric and surface examination. Accordingly, the four (4) reactor coolant pumps were evaluated for examination accessibility. The reactor colant pump bodies a.e each fabri;ated of two steel castings ;oined by electroslag weld metal. The preferred technique to perform PS and IS:

volumetrics is ultrasonics. Mcwever, ultrasonic examination techniques have not yet been developed which can adequately examine the cast material or the electroslag weld metal.

Exception is being requested for relief from the PS: volumetric examination requirement for the subject pumps.

Alternate Examinations In-Lieu of Requirements: It is proposed that radiography to the ASME Section III Class 1 component requirement, performed during shop fabrication of these cceponents, be utilized to form the baseline data on these pumps and thus meet the PS:

examination requirements. In addition, PT surf ace e::am-inations will be performed on the sub;ect pumps during the baseline inspection period. This should provide adequate assurance that valid PSI examination data will be l

obtained, while still maintaining the overall level of plant safety.
