Gentlemen:
This refers to the inspection conducted by Mr. J. I. Tapia of our staff
during the ceriod Maren 16-18, 1981, of activities authori:ed by NRC
Facility Ocerating License No. DPR-34 foi the Fort St. Vrain Generating
Station, and to the discussion of the findings witn Mr. L. M. McBride of
your staff at the cenclusion of the inspection.
Areas examined during the inscection and our findings are discussed in the
enclosed inscection report.
Wi'hin these areas, tne inspecticn censisted Of
selective examination of crocedures and reoresentative records, interviews
with personnel, and ceservations by the inscector.
Curing this inspection, it was found that certain of your activities were
not conducted in full comoliance witn NRC requirements.
Ccnsequently, you
are recuired to respond to this matter, in writing, in accordance with the
provisions of Section 2.201 of the NRC's " Rules of Practice," Part 2,
Title 10, Code of Feceral Regulations.
Your response snould be based en
the specifics contained in the Notice of Violatien attached to tnis letter.
In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,
Title 10, Code of Federal Regulations, a ccoy of this letter and the enclosed
inspecticn recort will be placed in tne NRC's Puolic Occument Room.
If the
recort contains anf information tnat you believe to be prcorietary, it is
necessary that you sucmit a written acclication to this of# ice, witnin 25 days
of the date of this letter, recuesting that such information be withheld frem
puolic disclosure.
The acclication must include a full statement of the reascns
wny it is claimec that the information is crecrietary.
The acolication should
be orecarec so that any creprietary information identified is contained in an
enclosure to the acolication, since the acclication without the enciesure will
also be olaced in the Puolic Document Roem.
If we do not hear frca you in this
regard witnin the scecified period, the recort will be placec in the Public
Document Recm.
