Identification and Descriotion of Occurrence:

While operating at full power steady state a bypass was installed on main steam line high temperature isolation relays to maintain control of unit conditions until

the ventilation system could be returned to service or a controlled shutdown initiated and MSIV's closed per T.S. Note 3.2.A.l.B.

Conditions Prior to Occurrence:

Unit 1 at refueling outage.

Unit 2 at 100%

Unit 3 at 95%

Action specified in the Technical Specification Surveillance Requirements met due to inoperable equipment. Describe.

A rcactor operator was stationed at the main steam tunnel temperature monitor with instructions to isolate the main steam lines if the temperature reached T.S. limits.

T Apparent Cause of Occurrence:

Malfunction of reactor building ventilation system electrical components, which put the plant outside the applicable LCO.

Analysis of Occurrence:

There was no damage to plant equipment. There was no activity release, no personnel exposure or injury and no danger to the health or safety of the public.

Corrective Action

Repairs were made and the requirements of the applicable LCO were satisfied.
