N The NRC Staff has reviewed your request of March 24, 1981 (LL2-81-0084) for exemption from the completion time requirements of 10 CFR Part 50.48(c) for the fc110 wing items:

" Fire Protection of Safe Shetdown Capability" (2) 10 CFR Part 50 Appendix R.Section III.J.
" Emergency Lighting" (3) 10 CFR Part 50 Appendix R, Section III.O.
"011 Collection System for Reactor Coolant Pump" j
(4) Fire Protection Safety Evaluation Report Open Items l
" Fire Hose Stations Systems" and " Automatic Water Suppression in Diesel Room Basement" Your request for exemption is based upon a fire hazards analysis which was per-formed prior to the TMI-2 accident of March 28, 1979. Since that fire hazards analysis does not include the facility modifications made following the accident, 1
it is our position triat prior to our taking any further action on this exemption request you should update your fire hazards analysis to reflect these facility modifications and then also update your exemption request accordingly. The updated fire hazards analysis should be completed and submitted to us no later than six months from the date of this letter.
I would also note that the basis you provided for relief from the completion time requirements of Section III.G. of Appendix R to 10 CFR Part 50 does not appear sufficient. Specifically, tou state that "since the accident in March 1979, the Unit 2 facility has progressed to its present cold shutdown condition which requires no active support for adequate core cooling, i.e., maintenance of the l
cold shetdown condition." Although the reactor is being maintained in cold shutdown without active core cooling, certain actions including continued moni-toring of various parameters (temperatures, pressures and neutron flux level) l1 c"'c' k.

Mr. Gale K. Hovey are necessary to assure that the reactor is maintained in cold shutdown.
Paragraph 1.b. of Section III.G. requires that in addition to achieving cold shutdown, fire protection features also be provided for systems necessary to

maintain cold snutdown. Therefore, it is our position that systems used for maintaining the reactor in a stable cold shutdown condition (e.g., monitoring instrumentation ano systems for maintaining Reactor Coolant System pressure) should also be provided with fire protection features. The availability of these fire protection features should also be addressed in your requost for exemption from the completinn time requirements of Section III.G.
