Dear Mr. Denton:

In response to Mr. D. G. Eisenhut's letter of January 27, 1981 regarding operator licensing, South Carolina Electric & Gas Company provides the following comments to assist the NRC in the development of improvements in the operator licensing program.

1.

Section 2.3.5.2 - Since there was no correlation between the NRC examination grades and operator performance, there should be a re-evaluation to screening methods to ascertain an individual's competency as a licensed individual.

2.

Section 2.5.4 - Task Analysis should be completed prior to any semester hour requirements placed on the license candidates to ensure that a particular required course will directly enhan'ce his job function.

3.

Section 2.7.1 - The control manipulations list that are required to be performed during re-qualification should ensure quality learning evolutions are being used as training rather than en-suring a certain quantity are being performed.

4.

Section 2.9 - The NRC can also help prevent dissatisfaction of l

operators by requiring an operator to become proficient in only j

the areas that directly affect the operation of the plant. This point has previously been raised in Section 2.3.6 that "no statistically significant relationship between R0 and SRO examina-tion scores and operator performance was found."

Section 4.2.5 - All NRC examiners, whether permanent employees or contractor examiners, need to be certified. The NRC must supply adequate training to all examiners. Their training pro--

gram should be complete such that they are at least as proficient as the personnel that they are examining.

6.

Section 4.3.5 - The NRC should keep full time certified examiners.

If they cannot, all contract examiners should be recertified in a manner similar to personnel with operator licenses.
