S. Nuclear Regulatory Commission Office of Inspection and Enforcement Region 1 631 Park Avenue King of Prussia, Pennsylvania 19406
Dear Mr. Grier,
SPOOL WELD BUILDUP INSUFFICIENT EXAMINATION 10CFR50.55(e), POTENTIAL SIGNIFICANT DEFICIENCY NO. 1 AND 2 UNITS HOPE CREEK GENFRATING STATION On October 10, 1980, a verbal report was made to Region 1, Office of Inspection and Enforcement representative, Mr. J. Mattia, advising of a potential significant item.
Weld buildups on pipe spools were determined to be not sufficiently examined and corrective measures to reexamine by conventional measures were committed.
However, six pipes cannot be exami.aed due to inac-cessibility.
Two are embedded in concrete (12-inch diesel fuel tank vent lines) and four buried and backfilled outside Unit l
No. 1 (36-inch service water lines).
Supplemental information was supplied to the NRC in writing on November 12, 1980, and December 19, 1980.
The following is an up-dated interim report of our investigation.
One of the buildups on a diesel fuel tank vent line previously thought to be inaccessible has been located in a construction joint and was successfully examined.
Therefore, five (5) areas remain inaccessible and reexamination of 207 similar buildups is complete, with eleven (11) areas found to contain indications.
l In order to determine reportability in accordance with ICCFR50.55(e),
l all eleven (11) weld repairs presently in progress, must be completed and the type of repair (blending versus welding) evaluated for each case.
In addition, a study of the NDE records, an analysis of
{

Boyce H. Grier 3/4/81 the probability and kind of pipe failure which could possibly occur (if any) and evaluation of possible impact on system performance must be completed.
Upon completion of repairs at the site, data will be supplied to Bechtel's Project Engineering-Organization in San Francisco to enable them to complete the analysis of this situation.
The results of this analysis will be reported to you upon its completion.
Very truly yours, CC Office of Inspection & Enforcement Div. of Reactor Construction Inspection Washington, DC H. E. Morris Bechtel Power Corp.
