Gentlemen:

This refers to the routine inspection conducted by Messrs. L. R. Greger and

R. A. Paul of this office on December 8-11, 1980, of activities at the Lacrosse

Boiling Water Reactor authorized by NRC Operating License No. DPR-45 and to the

discussion of our findings with Mr. R. Shimshak and others of your staff at th-

conclusion of the inspection.

The inspection was an examination of activities conducted under your license

as they relate to radiation safety and to compliance with the Commission's

rules and regulations and with the conditions of your license. The inspec-

tion consisted of a selective examination of procedures and representative

records, observations, independent measurements, and interviews with

personnel.

During this inspection, certain of your activities appeared to be in non-

compliance with NRC requirements, as described in the enclosed Appendix A.

A written response is required.

We are concerned that the loss of your Health and Safety Supervisor may

have a significant adverse effect on your health physics program.

In your

response, please describe your plans and timetable for compensating for

this loss.

Based on discussions with your representatives at the site, we understand

that by January 15,.1981, you will revise your procedures and practices to

clearly delineate the area of your site which is defined as a ." restricted

area" (10 CFR 20) and over which access is controlled for radiation protection

purposes.

In accorlance with Section 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter, the enclosures,

and your response to this letter will be placed in the NRC's Public Document

Room, except as follows.

If the enclosures contain information that you or

your contractors believe to be proprietary, you must apply in writing to

this office, within twenty-five days of the date of this letter, to withhold

such information from public disclosure. The application must include a full

statement of the reasons for which the information is considered proprietary,

and should be prepared so that proprietary information identified in the

application is contained in an enclosure to the application.

We will gladly discuss any questions you have concerning this inspection.
