The above proposed Technical Specifications changes are requested to allow the use of Ther=oluminescent Dosimeters (TLD) as an alternate to film. The use of TLDs is recognized by Regulatory Guide L.8 as an acceptable radiation monitoring device. Also, NUREG-0578 recognizes the use of TLDs for emergency environ = ental dosimetry.
The advantages offered by TLDs make the updating of the Technical Specifications desirable to allow their use as a substitute for film.
Among the advantages offered by TLDs over film are:
- 1) TLDs are less sensitive to environmental effects and are at least as sensitive of an indication of radiation dose as film.
- 2).TLDs allow a much more rapid data recovery.
The current Technical Specifications Section h.11 (Environmental Monitor-ing Program) of our Palisades Plant recognizes the equivalency of the TLD and film; therefore,- this request is made to establish that equiva-lency in'the Big Rock Point Technical Specifications.
III. ' Conclusion Based on the foregoing, both the Big Rock Point Plant Review Cormittee and.the Safety and Audit Review Board have reviewed this hange and find it acceptable.
