W. Houston Your letter of Novernber 2,1973, raises a question concerning interpretation of technical specifications with regard to a particular sub-definition of an Abnormal Occumuce. The specific example you cited is one in which a surveillance test had not been performed within the specified time interval.
Failure to perfo m a surveillance test within the time interval prescribed in the technical s'pecifications does constitute an item of noncor:pliance with the tee,nien1 specifications but does not constitute an Abnormal Occurrence within the meaning of the definition of Abnormal Occurrence in technien1 specifications.
Thus, the example you cited is not an Ahnormal Occurrence.
It does, of course, require review by your designated review gmups and may warrant corrective measures but is not significant enough to warrant prompt reporting to tim Commission.
However, if there should be flagrant or repetitious failures to perfom surveillance tests as specified, tase could collectively be considered to reflect inadequacies in the-implementation of administrative or procedural controls and therefore be considered an Abnomal Occurrence.
