This refers to your recuest dated February 1, 1962 for AEC l-authorization to make Proposed Change No.18 in your facility pursuant to paragraph 3.A of License Nc. DPR-3, as amended.
We have reviewed your proposal that eight of the Normal Plant Operating Instructions contained in Section 50h of the license application be revised and consolidated so as to form three, more comprehensive instructions. The proposed change involves a change in the Technical Specifications attached as Appendix A to the License. Provided that the revisions listed below are made, operation of the reactor in accordance with the procedures pro-l posed in Proposed Change No. 18 does not present significant hazards considerations not cescribed or implicit in the license application as amended to June 23, 1961. Further, we find that there is reasonable assurance that the health and safety of the public will not be endangered by operation of the facility as proposed and as revised. A copy of our related hazards analysis is enclosed.
In view of the foregoing, Yankee Atomic Electric Company is hereby authorized under License No. DPR-3 to operate in accordance with the Proposed Operating Instructions described in Yankees letter dated February 1, 1962 entitled Proposed Change No.18 provided that the instructions are revised as set forth below:
