Dear Sirs:

As suggested by the staff, we have reviewed the possibility of closing the vapor container access hatch during the portion of the refueling operation when fuel or control rods are being added or re-moved from the core. We feel that it will be practical to provide a te=porary cover fcr this hatch so that, in the unlikely event of a release of radioactivity within the vapor container durin; this tiac, such a relecse will be confined.

We suggest, therefore, that the following addition be made to l'aintenanco Instruction No. 506Eh which was subnitted to you with Proposed Change No.15.

First iten under Section III, "Prceautions", (cll other itens to be retained and renumbered.)

"1.

Whenever a change is beiru nade in core geonetry, the equipnent access opening nast be closed. Either the regular hatch cover or a temporary closure of plywood construction covered with a plastic or other air-tight monbrane shall be in place."

If this addition nects with your approval it will be incor-porated in the copies of Maintenance Instruction 506Eh to be submitted as an amend:mnt to the license application upon overall approval of Proposed Change No. 15.
