1 APPLICANT: Alabama Power Company FACILITY:

' Joseph M.. Farley Nuclear Plant Unit No. 2 i

SUBJECT:

SIM1ARY OF JULY 3,1980 MEETING REGARDING REVIEW 0F j

OPERATING LICENSE APPLICATION i

i The staff in Equipment Qualification Branch met with applicant in Bethesda, Md., to provide guidance to applicant in its preparation of a report on compliance with NUREG-0588, " Interim Staff Position on Environmental Qualification of Safety Related Electrical Equipment". is a j

list of attendees.

Applicant presentea its plans for the review and the report, using Enclosure 2 as an outline. Applicant's report will be submitted September 15, 1980.

The staff will complete a preliminary review, including a site trip, for input to the full power Farley 2 SER Supplement (No. 5).

The Qualification i

SER will be completed February 1,1981.

l Mr. Z. Rosztoczy obtained responses to several questions as follows:

1.

Question i.

i What is the permanent organization to assure proper qualification?

Answer.

Applicant has a ' qualifications review task force who will review operating procedures to identify equipment needed to mitigate accidents. After review is completed, the task force. organization will'be evaluated to determine if it should continue pe.rmanently ~or be changed.

2.

Ques tion Is there any one person responsible for approving equipment qualification, perhaps as ~one among other duties?

Answer

- Applicant does' not have an Equipment Qualification czar; rather there are procedures to assure: qualification of new and replacement equipment.

m

e..

Meeting Summary SEP 2 4 1980 Farley Unit No. 2 3.

Question Will the task force's review be recorded? Staff plans to audit records and APCo should also audit its own records.

Answer Yes.

Mr. Rosztoczy stated that when report is received by staff, it will select samples of equipment in the table ~of the report (See page 8 of Enclosure 2) and detennine if information provided 1.s acceptable for review.

If selected samples are not acceptable the entire. report will be returned for modifications.

Review records should indicate what was reviewed, acceptance criteria, signature, and date.

Records should establish correspondence between equipment installed and equipment tested or analyzed.

Proprietary tables will not be accepted.

The format used for IE Bulletin 79-01B is acceptable for this report or 1

confonnance to NUREG-0588.

Mr. F. Ashe described the desired organization of the review report, using the table of contents from a Sequoyah report (Enclosure 3). The report should include a discussion of how equipment will be qualified for an environment that exceeds normal ambient temperature (e.g., high ambient temperature caused by failure of a ventilation system) but is not considered to be a harsh environment (i.e., extremely high temperatures and moisture caused by failure of a pipe transporting high temperature water or steam).

It is not necessary to provide schedule for showing qualification of equipment in a "non-harsh" environment but it should be addressed in the report.
