UNIVERSITY OF OKLAHOMA DOCKET NO. 50-112 AMENDMENT TO FACILITY CPERATING LICENSE Amend: rent No. 7 License No. R-53 1.
The Nuclear Regulatory Comission (the Comission) has found that:
A.
The applicant for amerament by the University of Oklahoma (the licensee)idated April 30, 1980 to increase inventory of AGN type fuel to 1700 grams of U-235 complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act) and the Comission's rules and regulations set forth in 10 CFR Chapter I; B.
The facility will operate in conformity with the application, the provisions of the Act, and the rules ud regulations of the Commission; C.
There is reasonable assurance (i) that the activities authorized by this amendment can be conducted without endangering the healtn and safety of the public, and (ii) that such activities will be conducted in ccgliance with the Comission's regulations; D.
The issuance of this amendment will not be inimical to the common defense and security or to the health and safety cf tne public; and E.
The issuance of this amendment is in accordance with 10 CFR Part 51 of the Commission's regulations and all applicable requirements' have been satisfied.

Accordingly, page 2, paragraohs 2.B(2) and 2.B(3) of Facility Operating
. Icense No. R-53 are hereoy revised and 2.2(4) is adced as shown in their entirety in the attacnment.
3.
This license amendment is effective as of the date of its issuance.

. campus in Norman Oklahoma, described 10 the licensee's application for license, dated July 16, 1958, and amendments thereto, including the amendment dated September 6, IC68 (hereinafter "the application"),
and authorized for construction by Construction Pemit No. CPRR-27.
B.
Subject to the conditions and requirements incorporated herein, the Comissicn hereby licenses the University of Oklahcma.
(1) Pursuant to Section 104c of the Act and Title 10, CFR, Chapter 1, Part 50, " Licensing of Production and Utilizatien Facilities",
to possess and operate the reactor as a utilization facility at the designated location in Norman, Oklahoma, in acccedance with the procedures and limitations described in :ne applicati:n anc in this license.
(2)
Pursuant to the Act and Titie 10, CFR, Chapter 1, Part 70, "Special Nuclear Material", to receive and possess up to 17C0 grams of contained uranium-235 for use in connection with cperation of the reactor; and (3)
Pursuant to the Act and Title 10, CFR, Chapter 1, Part 70, "Special Nuclear Material", to use up to 900 grams of contained uranium-235 for use in connection with operation of the reacter; anc (4) Pursuant to the Act and Title 10, CFR, Chapter 1, Part 30, " Rules of General Applicability to Licensing of Byproduct Materia?", to possess, but not to separate such byproduct material as may be produced by operation of the reactor.
C.
This license shall be deemed to contain and be subject to tne concitions specified in Part 20, Section 30.3 of Part 30, Sections 50.54 and 50.59 of Part 50 and Section 70.32 of Part 70 of the Ccmmissicn's regulations; is subject to all applicable provisions of the Act and rules, regulations and orders of the Comission now or hereafter in effect; and is s.ubject te the additional conditions soecified below:
(1) Maximum Power Level Ine licensee may operate the reactor at steacy-state pcwer levels up to a maximum of 15 watts (tnermal).
(2) Technical Soecification:
The Tecnnical Specifications contained in Aopendix A, as revised through Amencment No. 6, are hereby incorporated in the license.
