This refers to the inspection conducted by Messrs. R. D. Walker and

l

S. E. Shepley of this office on June 17 through July 25, 1980, of attivi-

ties at the LaSalle County Nuclear Station, Units 1 and 2, authorized by

NRC Construction Permits No. CPPR-99 and No. CPPR-100 and to the discussion

of our findings with Mr. R. D. Bishop at the conclusion of the inspection.

This also refers to the meeting held at the Commonwealth Edison Company

Corporate office on July 3, 1980, attended by you and other members of

l

your company and Messrs. R. L. Spessard,

R. D. Walker, and S. E. Shepley

of this office.

The enclosed copy of our inspection report identifies areas examined

during the inspection. Within these areas, the inspection consisted of a

selective examination of procedures and representative records, observa-

tions, and interviews with personnel.

During this inspection, certain of your activities appeared to be in

noncompliance with NRC requirements, as described in the enclosed Appendix

A.

The inspection showed that action had been taken to correct the

identified noncompliance and to prevent recurrence.

Consequently, no

reply to this noncompliance is required and we have no further questions

regarding this matter at this time.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part

2, Title 10, Code of Federal Regulations, a copy of this letter and the

enclosed inspection report will be placed in the NRC's Public Document

Room, except as follows.

If this report contains information that you or

your contractors believe to be proprietary, you must apply in writing to

this office, within twenty days of your receipt of this letter, to with-

hold such information from public disclosure. The application must

include a full statement of the reasons for which the information is con-

sidered proprietary, and should be prepared so that proprietary information

identified in the application is contained in an enclosure to the application.
