RESPONSE TO REQUEST FOR ADDITIONAL INFORMATI0i1 CONCERNING Q-LIST ITEMS 260.0 Quality Assurance Branch 260,1 The following items' from the Q-list need expansion and/or clarifi-cation as noted. Revise the list as indicated or justify not doing.

Question 1. Clarify that supports and valves are included in the Contain-ment Heat Removal System.

Resconse The containment service water piping, valves, and supports which are associated with removal of containment atmospheric heat are Q. _(see FSAR, page 17.3-9, notes on Group 2.)

Question 2. r,larify that the Combustible Gas Control System includes the Sample vessel, H2Purge Supply and Exhaust System, H2 analyzer, supports, piping, and valves.

Response The Combustible Gas Control System is Q with the exception of the purge supply system. The purge supply system inside contain-ment, the containment penetrations and associated penetration isolation valves are Q. Beyond the isolation valves outside r containment the system receives supply air from the instrument _

air system which is non-Q.

Question 3. Clarify that tha Containment Emergency Cooling System includes ductwork dampers and supports, and fan motors.

Response By design, the Containment ductwork dampers and supports are not Q. Fusible links disconnect the ductwork from the cooler dis-charge after a LOCA. This design is described in the FSAR, Paragraph 6.2.2.3.2, page 6.2-2. Fan Motors are Q.

Question 4. Identify that ruotor operators for Q-listed va.lves are in the Q-List.

Resoonse Motor generators for active valves will be added to the Q-List.

Active valves are defined as valves which must change position to mitigate the consequences of a design basis accident. Non active valves are not required to change positions to mitigate accidents.

I Question 5. Identify that " Flux Monitoring System - In Core" includes power, intermediate, and source range monitors. These should be explicitly identified as sub-entries under this ites l

Response The in-core flux monitoring system is non-nuclear safety. The in-core flux monitoring system does not contain the power range, source range, and-intermediate range detectors. Power range-detectors are qualified and discussed in the Westi ghouse WCAP-9746.

Power, intermediate, and source range monitors are part of the excore nuclear instrumentation system which is included in the Q-List. (See FSAR, page 17.3-4, item 2.1.6)

Question 6. Clarify that the Q-List includes the PORV and associated block valves (including their actuators). It is not clear that the.

PORV and associated block valves are considered as " Reactor Coolant System Isolation Valves" in Table 3.2.1, or in Section 17.3, entries 2.1.9 or 2.1.11.

Response The PORV and block valves are Class 1 pressure boundary valves and will be added to the Q-List. The PORV valve is normally cicsed and designed to fail close. There is a redundant air-supply for the PORV valve, and the solenoid valves receive power from a Class lE electrical supply. The PORVs are seismically qualified for static loads. Alabama Power Company is participating in the EPRI Relief'and Safety Valves Test Program and will upgrade the PORVs as necessary following completion of the test program and plant specific analysis. These valves function as Reactor Coolant System isolation valves.

Question 7. Provide a listing of instrumentation and control systems that are within the scope of Appendix B.

Resconse Alabama Power Company encloses a listing of instruments which are included on the Q-List (Attachment 1). The method for specifying Quality Assurance requirements for assemblies, parts, and components is fully documented in Plant Administrative Procedures.

! 3. Pressurizer relief lines from the pressurizer up tc nd including ,

the power operated relief valves (PORVs) and safety valves are designated as Class 1 piping. The Class 1 piping is presently included in the Q-List. Piping downstream of the PORVs and safety valves to the pressurizer relief tank was fabricated in accordance with AtlSI B31.1 and is seismically qualified. This downstream piping will be added to the Q-List. Any replacement piping for the pressurizer relief lines will conform with the original specifications.

5. Service Water Intake Structure Heating and Ventilation System will -

be added to the Q-List.

6. River Water Intake Structure Heating and Ventilation System will be added to the Q-List.

Expendable and consumable items necessary for the functional performance of critical structures, systems, and components Justification Administrative procedures ensures that applicable regulatory requirements, design basisi and other quality assurance require-ments are included or referenced in procurement documents for expendable and consumable items. These specifications and quality l-

assurance requirements will vary depending on the application of each consumable' item. This system is fully documented and audit-able' within the Operations Quality Assurance Program.

Any item'to be added to the Q-List as a result of this review will not be modified, upgraded, or replaced at this time. When such items are to be replaced / modified, the appropriate qualifications, specifications, etc. will be applied to the replacement / modification.
