Accordingly, we are amending Materials and Plant Protection Amendment MPP-3 to your License No. SNM-33 by adding Section 12 - Physical Protection Re-quirements for Special Nuclear Material of Low Strauegic Significance - as contained in the enclosum.
Your plan is required to be implemented by September 21, 1980 or thirty days after receipt of this letter, whichever.is later.
We have detemined that the enclosures to your letter dated May 13, 1980 con-tain information of a type specified in 10 CFR 2.790(d). Accordingly, they are deeced to be commercial or financial information within the meaning of 10 CFR 9.5(a)(4) and shall be subject to public disclosure only in accor-dance with the provisions of.10 CFR 9.12.

- 12. PHYSICAL PROTECTION REQUIREMENTS FOR SPECIAL NUCLEAR MATERIAL OF LOW STRATEGIC SIGNIFICANCE.
12.1 The licensee shall. follow the security plan entitled, " Physical Security Plan for Protection of Nuclear Material of Low Strategic Significance" dated May 1980.
l 12.2 The licensee shall' insure that the surveillance tour, conducted by the guard or authorized person in accordance with Section 3.1.1, includes surveillance over the UF outdoor storage area.
