e Appendix A NOTICE OF VIOLATION Commonwealth Edison Company Docket No. 50-454 Docket No. 50-455 Based on the inspection conducted on August 5-7 and 12, 1980, it appears that one of your activities was in noncompliance with NRC requirements, as noted below. This item is an infraction and is applicable to both Units 1 and 2.

10 CFR 50, Appendix B, Criterion V states, in part, that " Activities affect-ing quality shall be prescribed by documented instructions, proccJures, or drawings, of a type appropriate to the circumstances and shall be accomplished in accordance with these instructions, procedures and drawings."

Commonwealth Edison Company Topical Report CE-1-A, " Quality Assurance Program for Nuclear Generating Stations", Revision 9 dated July 16, 1979 states in the second paragraph of Section 5:

" Activities affecting quality are required by the Edison quality program to be prescribed by documented instructions, procedures, or drawings".

Contrary to the above, the inspector observed the following examples of activities effecting quality to be without documented instructions, proce-dures, or drawings:

a.

Requirements were not established for the hardware used to assemble the supports for the seismic Category I battery racks to be capable of withstanding acidic atmcsphere. Two coats of acid resistant paint was specified for the steel supports.

b.

Documented instructions were not established to conduct timely inspec-tions on instrument racks inside the containment.

c.

Documented instructions were not established to segregate and disposi-tion instruments which were determined to be defective during bench testing.
