Gentlemen:

This refers to the inspection conducted by Mr. K. R. Naidu and J. Schapker

of this office on August 5-7 and 12, 1980, of activities at Byron Nuclear

Power Plant, Units 1 and 2 authorized by CPPR-130 and CPPR-131 and to the

discussion of our findings with Mr. G. Sorensen and others of your staff

at the conclucion of the inspection.

The enclosed copy of our inspection report identifies areas examined

during the inspection. Within these areas, the inspection consisted of

a selective examination of procedures and representative records, obser-

vations, and interviews with personnel.

During this inspection, certain of your activities appeared to be in non-

compliance with NRC requirements as described in the enclosed Appendix

A.

The inspection showed that action had been taken to correct the

identified noncompliance and to prevent recurrence.

Consequently, no

reply to this noncompliance is required and we have no further questions

regarding this matter at this time.

In accordance with Section 2.790 of the NRC's " Ruler of Practice," Part

2, Title 10, Code of Federal Regulations, a copy of this letter and the

enclosed inspection report will be placed in the NRC's Public Docu:nent

Roora, except as follows.

If this report contains information that you

or your contractors believe to be proprietary, you must apply in writing

to this office, within twenty days of your receipt of this letter, to

withhold such information frcm public disclosure. The application c:ust

include a full statement of the reasons for which the information is con-

siuered proprietary, and should be prepared so that proprietary informa-

tion identified in the application is contained in an enclosure to the

application.
