Systemate Assessment of Licensee Perfonnance - Beaver Valley Unit 1 This refers to your letters of January 19, 1981 and February 20, 1981.
Thank you for informing us of the initial actions already taken or planned by the Duquesne Light Company as a result of our December 19, 1980 meeting at which the findings of the NRC Region I SALP Board were presented to you and members of your staff. Our inspections of areas which were designated to receive increased inspection effort are in progress.
Your plan of action is of intense interest to us.
I appreciate your efforts to keep me and my staff fully informed regarding your progress, and am looking forward to receiving a comprehensive report of your action plan and progress from you prior to the SALP Board scheduled for Beaver Valley, Unit 1, in April, 1981.
If you become aware of any reason why the actions stat J in your letter may be delayed or altered, please assure that we are imediately informed.

All these action steps will be taken on or before February 28, 1981 unless other-wise noted.
In parallel with these initial action steps, Duquesne has retained _ an outside consultant to review and evaluate the; many docuiehts which define or suggest organization.structuresf~-
and manptwer; levels.
In addition, the consultant is to review and evaluate the organization and manpower levels of other.
utilities and work with the present senior Beaver Valley management personnel to obtain their view and evaluation of the problems and suggested solutions.
The consultant will make a written report of the findings developed from these reviews on or before February 28, 1981.
At that time, action steps will be planned.

The biggest single action will be that of hiring engineers and other technical personnel, particularly tnose with experience.
There is a shortage of experienced engineers.
The utilities, NRC, consulting companies, engineering firms, manufacturing industries, and even the utility-sponsored INPO and NSAC organizations, are all competing for the limited skills.
While our Personnel Department will actively recruit new employees to meet the needs, they may only achieve a modest level of success.
